The EUROPA program is an annual issue of stamps with a common design or theme by the member countries of the PostEuropean Postal Association, launched in 1956.
100 Years of Scouting is the common theme for 2007.
At the beginning of the 20th century, a British army officer founded a movement for boys that would encourage them to be independent and resourceful, and to help their community. Back in 1907, Robert Baden-Powell first blew a special horn at the first-ever Scout camp on Brownsea Island off the southern coast of England. Later, he formed the basic principles of scouting in his book Scouting for Boys. Today, the movement unites about 31 million participants worldwide.
The stamps, introduced by Ukrposhta in 2007, feature a photo from the 1920s of Ukrainian Plast members, as well as the emblem of the world scouting movement and a scouting scarf.
