Zelman Waxman was an American microbiologist and biochemist of Ukrainian descent (born and raised in the village of Nova Pryluky in Vinnytsia Oblast), winner of the 1952 Nobel Prize in Physiology or Medicine.

On February 22, 1946, he invented the antibiotic streptomycin, which for a long time was the only drug capable of overcoming tuberculosis.

This achievement allowed him to appear on the cover of The Times magazine, 

earn the title of "benefactor of mankind," be named one of the world's 100 most prominent people of his time, and receive France's highest honor, the Legion of Honor.

The postal issue was put into circulation on July 22, 2018, in honor of the 130th anniversary of the birth of the Nobel laureate from Ukraine.
